Rear Admiral Peter Ross Sinclair AC (b. 16 November1934) was Governor of New South Wales from 8 August 19901 March 1996.

Peter Sinclair was born in Sydney, educated at North Sydney Boys High School and the Royal Australian Naval College. His service in the Royal Australian Navy 1948-1989 included command of HMAS Duchess, HMAS Hobart, HMAS Penguin, and service in the Vietnam War. He helped set up the tri-service Australian Defence Force Academy and served as its first Commandant in 1986. In 1987 he was appointed Flag Officer Commanding HM Australian Fleet, a position which later changed to Maritime Commander, Australia.

Admiral Sinclair was the coordinator of Flood Relief Operation Bogan Shire in 1990. He was appointed as Governor after his retirement from the Navy as Deputy Chief of Naval Staff 1989, to replace his friend Sir David Martin, who resigned early due to ill health and died three days after leaving office.

Peter Sinclair holds Honorary Doctorates from the University of Sydney and Southern Cross University and life membership of the RSL, he is Patron of the Hunter Medical Research Institute and the Australian Surf Live Saving Foundation. He was Chairman of the Council of the Order of Australia, Deputy Chair of the Newcastle Permanent Building Society, and a Councillor of the ANZAC Health and Medical Research Foundation.

Since leaving office he operates ‘Flagship’ Poll Hereford Stud near Tea Gardens in New South Wales.
